Over the past 5 years, Kingstons Residential has built up a good relationship with the Cardiff Council, and has been advised that Landlords with larger portfolios may be able to extend the cost of the application over a period of time, as long as the Council are notified by 1st July. Steve Tudball – Manager of HMO Section Cardiff, has given Kingstons his view on the new extended scheme: "Cathays has the highest concentration of Houses in Multiple Occupation in the City. Additional Licensing gives the Council the opportunity to inspect all of these houses and apply a common set of standards. At the conference the new implications of the changes of the Housing Benefit System was discussed. The list below is the confirmed changes that will come into play within the next 3 years. It appears that central government will try to effect market forces and add increased pressure to Landlords, to bear the cost of the changes. The Government are expected to part incentivise with the promise of direct rent payments on the condition that rents on properties are to be reduced. Omar Moulani – Director of Kingstons discussed with Karl Thomas (Head of Rent Officers Wales), stated that Landlords in the current climate will be forced to refuse Tenants on Housing Benefit, due to the unreliability of rental payments and references. The temporary incentive of direct payment would have migrated the risk involved of renting to benefit tenants, but would be deemed unfair for Landlords to expect to lower rent, just to attain this. The knock on effect will increase social tenants being referred to temporary accommodation – This will cost local authorities 2-3 times the cost of average rents. Seems to us that the central government – have not thought this through. April 2011 Housing benefit claimants with a disability and a non resident carer will be entitled to funding for an extra bedroom. Local housing allowance rates will be capped at £250 per week for a one bedroom property, £290 per week for a two bedroom property, £340 per week for a three bedroom property £400 per week for four bedrooms or more 4 bedroom rate will be maximum LHA band (no 5+ bedroom rates) The £15 weekly excess that some customers can receive under the local housing allowance arrangements will be removed. Deductions for non-dependents will be increased on the basis of prices. This will reverse the freeze ¡n these rates since 2001-02. The Government contribution to discretionary housing payments will be increased by £10 million Local housing allowance rates will be set at the 30th percentile of local rents for new claimants. To Let` and `For Sale` boards don’t need planning permission if they satisfy Class 3A of Schedule 3 to Town and Country Planning (Control of Advertisements) Regulations 1992. The regulations try to define what is allowed in great detail. For example, the rules allow only one sign per house or flat and require the board to be removed within 14 days of the sale or letting of property. Most unscrupulous agents will regard this as permission to permanently leave a board on the property, as long as it does not display a let-by slip, even if it is currently rented for next 12 months. This tiny loophole, and the lack of research skills from the Cardiff Council Planning Enforcement Team, allows our streets to blighted by unnecessary marketing, There is a need to make aware to potential customers of what properties are available, but still requires a balanced approach. I request that you pick a random estate/lettings agent board on the streets of Cardiff, contact the agent and a 50% Ratio of these advertised properties will not be available. In addition, we are currently supporting action to be taken and have initiated support from many local MPs, to force any placement of advertisement boards, to be logged with the Local Authority. The Local Authority will then be expected to monitor, the Agent Board List against Council Tax records, to confirm if the property is available or not. If the agent is not adhering, then a formal request to remove will be sent, or if further ignored or consistently abused, fines maybe imposed. From Kingston’s perspective, our Lettings Boards are uniquely referenced – which if checked against our Website or Mobile Webapp in real-time – will actually be available. When we rent the property, we will advertise so and remove the board within the required 14 Day Timescale. Formed in 2010 the Riders’ placed 3rd in the internationally renowned Bournmouth 7s tournament. Along with their silky skills and attractive rugby the Riders’ are famous for their club colours, Black and Bright Pink. These colours are put together spuerbly by Belief Sports to create the highest class of kit. 2011 brings a new eira to the team as they travel in larger numbers once again to Bournmouth to take on teams from around the globe, 3rd wasn’t good enough last year and we believe firmly that this is our year. The master plan drawn up in 2007, was to address issues in the poor shopping environment, very high levels of retail vacancy, the desperate need for investment in community facilities, concerns about the design, layout and condition of the centre. An outline planning consent was granted in September 2007 part of redevelopment scheme, but due to the downturn in the property market, this was put on hiatuses. Since then a comprehensive review has been carried out and a revised scheme prepared which should be deliverable in the current economic climate. The final plan outlined ready for planning permission, is likely to be submitted in parallel with the replacement secondary school plan (Site currently occupied by Llanederyn High School) in June 2011. You might be wondering where the money is coming from, but like the new proposed business and convention centre in city centre, the Private Sector will fund the development. Upon outline planning approval , Cardiff Council will open the redevelopment to a competitive tender. Ideally the development will start late 2012 to early 2013. The planned development will encompass 100s of residential accommodation, from family homes to appartments. Cardiff Council have outlined between 30%-40% for affordable housing - to assist first time buyers. It is not yet confirmed if any accommodation will be for social housing needs. The existing appartment block within the shopping centre, will remain, but may undergo refurbishment, dependant of the Private Sector Tender Plans. It is expected that after the development, a knock on effect, will increase local property prices by 10-15%. The existing shopping centre will be knocked down and replaced with a through road with plenty of commercial premises built around. The new parking will be placed in between the retail space to enchance the usage and viability of the site. It is is expected that the leases for the retail space, will issued after the Private developer planning permission has be obtained. Peter from Cardiff Council - in charge of the strategic plans for Cardiff Council, has advised Kingstons, that progress will move extremely quickly, as Cardiff Council are quite keen on this area being developed. For this reason Kingstons and its staff are raising money with Islamic Relief to help build water wells in Niger, one of the driest countries in the world. Two members of the Kingstons team will be taking a sponsored hike up the highest summit in the UK. Ben Nevis is based in Glasgow Scotland and stands at 1344 m (4409 ft at the summit) above sea level. It is the highest peak in the UK and it is truly a challenge for anyone to climb. A group of 14 young chaps aged from around 18-25 years old took a challenge to raise charity money for water wells in the driest part of the world ‘Niger’. Niger’s climate and terrain rank among the hottest and driest in the world, since four-fifths of the country consists of desert; the remainder is dry savannah. Less than 4 per cent of the land is arable. The challenge was organised by the Charity ‘Islamic Relief’ (Charity No.32815) which is part of the DEC (Disaster Emergency Committee). They have been providing charity aid for almost 25 years and are ranked one of the best charity organisations in the world. Each well costs around £3,000 and the aim was to raise £6,000 to cover the cost of 2 water wells. Kingston’s Residential are proud and honoured to be part of this great caused. We don’t get many opportunities like this to give back to our global community so this was an opportunity not to be missed out on. We gave them what they requested and backed them 100%! We provided them with all the resourced they needed including advice on how to raise the remaining amount. We also directed them to a few Landlords which we know would happily contribute to this cause. `The terrain at times were unbearable but we just carried on walking knowing that this was all for a good cause` Thankfully due to the hard work of the group and the target was smashed and the total figure stands at £8130.
