At the conference the new implications of the changes of the Housing Benefit System was discussed. The list below is the confirmed changes that will come into play within the next 3 years. &lt;BR&gt;&lt;BR&gt;It appears that central government will try to effect market forces and add increased pressure to Landlords, to bear the cost of the changes. The Government are expected to part incentivise with the promise of direct rent payments on the condition that  rents on properties are to be reduced. &lt;BR&gt;&lt;BR&gt;Omar Moulani – Director of Kingstons discussed with Karl Thomas (Head of Rent Officers Wales), stated that Landlords in the current climate will be forced to refuse Tenants on Housing Benefit, due to the unreliability of rental payments and references. &lt;BR&gt;&lt;BR&gt;The temporary incentive of direct payment would have migrated the risk involved of renting to benefit tenants, but would be deemed unfair for Landlords to expect to lower rent, just to attain this. &lt;BR&gt;&lt;BR&gt;The knock on effect will increase social tenants being referred to temporary accommodation – This will cost local authorities 2-3 times the cost of average rents. Seems to us that the central government – have not thought this through. &lt;BR&gt;&lt;BR&gt;April 2011&lt;BR&gt;&lt;BR&gt;Housing benefit claimants with a disability and a non resident carer will be entitled to funding for an extra bedroom. &lt;BR&gt;&lt;BR&gt;Local housing allowance rates will be capped at &lt;BR&gt;£250 per week for a one bedroom property, &lt;BR&gt;£290 per week for a two bedroom property, &lt;BR&gt;£340 per week for a three bedroom property&lt;BR&gt;£400 per week for four bedrooms or more&lt;BR&gt;4 bedroom rate will be maximum LHA band (no 5+ bedroom rates)&lt;BR&gt;&lt;BR&gt;The £15 weekly excess that some customers can receive under the local housing allowance arrangements will be removed. &lt;BR&gt;&lt;BR&gt;Deductions for non-dependents will be increased on the basis of prices. The regulations try to define what is allowed in great detail. For example, the rules allow only one sign per house or flat and require the board to be removed within 14 days of the sale or letting of property.&lt;BR&gt;&lt;BR&gt;Most unscrupulous agents will regard this as permission to permanently leave a board on the property, as long as it does not display a let-by slip, even if it is currently rented for next 12 months. This tiny loophole, and the lack of research skills from the Cardiff Council Planning Enforcement Team, allows our streets to blighted by unnecessary marketing, &lt;BR&gt;&lt;BR&gt;There is a need to make aware to potential customers of what properties are available, but still requires a balanced approach. I request that you pick a random estate/lettings agent board on the streets of Cardiff, contact the agent and a 50% Ratio of these advertised properties will not be available. &lt;BR&gt;&lt;BR&gt;In addition, we are currently supporting action to be taken and have initiated support from many local MPs, to force any placement of advertisement boards, to be logged with the Local Authority. &lt;BR&gt;The Local Authority will then be expected to monitor, the Agent Board List against Council Tax records, to confirm if the property is available or not. If the agent is not adhering, then a formal request to remove will be sent, or if further ignored or consistently abused, fines maybe imposed.  &lt;BR&gt;&lt;BR&gt;From Kingston’s perspective, our Lettings Boards are uniquely referenced – which if checked against our Website or Mobile Webapp in real-time – will actually be available. &lt;BR&gt;&lt;BR&gt;When we rent the property, we will advertise so and remove the board within the required 14 Day Timescale. The master plan drawn up in 2007, was to address issues in the poor shopping environment, very high levels of retail vacancy, the desperate need for investment in community facilities, concerns about the design, layout and condition of the centre. &lt;BR&gt;&lt;BR&gt;An outline planning consent was granted in September 2007 part of redevelopment scheme, but due to the downturn in the property market, this was put on hiatuses. &lt;BR&gt;&lt;BR&gt;Since then a comprehensive review has been carried out and a revised scheme prepared which should be deliverable in the current economic climate. &lt;BR&gt;&lt;BR&gt;The final plan outlined ready for planning permission, is likely to be submitted in parallel with the replacement secondary school plan (Site currently occupied by Llanederyn High School) in June 2011. &lt;BR&gt;&lt;BR&gt;You might be wondering where the money is coming from, but like the new proposed business and convention centre in city centre, the Private Sector will fund the development. &lt;BR&gt;&lt;BR&gt;Upon outline planning approval , Cardiff Council will open the redevelopment to a competitive tender. &lt;BR&gt;&lt;BR&gt;Ideally the development will start late 2012 to early 2013. The planned development will encompass 100s of residential accommodation, from family homes to appartments. Cardiff Council have outlined between 30%-40% for affordable housing - to assist first time buyers. It is the highest peak in the UK and it is truly a challenge for anyone to climb.&lt;BR&gt;&lt;BR&gt;A group of 14 young chaps aged from around 18-25 years old took a challenge to raise charity money for water wells in the driest part of the world ‘Niger’. &lt;BR&gt;&lt;BR&gt;Niger’s climate and terrain rank among the hottest and driest in the world, since four-fifths of the country consists of desert; the remainder is dry savannah. Less than 4 per cent of the land is arable.&lt;BR&gt;The challenge was organised by the Charity ‘Islamic Relief’ (Charity No.32815) which is part of the DEC (Disaster Emergency Committee). They have been providing charity aid for almost 25 years and are ranked one of the best charity organisations in the world.&lt;BR&gt;&lt;BR&gt;Each well costs around £3,000 and the aim was to raise £6,000 to cover the cost of 2 water wells.&lt;BR&gt;Kingston’s Residential are proud and honoured to be part of this great caused. This will allow property owners to upgrade parts of their property with energy efficient measures. This will be given as a loan but must be offset by the savings made.  &lt;BR&gt;&lt;BR&gt;There should not in theory, be any increase of the occupiers bills, as they will be using them more efficiently. &lt;BR&gt;&lt;BR&gt;To make it even easier, the charge will be listed next to the cheaper utility bill, which is paid as one bill. Note no new version of the Utility bills have come in as of yet, as the first loans are not expected to be granted till 28th January 2013.&lt;BR&gt;&lt;BR&gt;Example of rough process&lt;BR&gt;Property A - has a tank water heater from the 80s&lt;BR&gt;Gas Annual Spend £1500 per Annum &lt;BR&gt;&lt;BR&gt;Assessor states by replacing the old heater for a Combi Boiler, at a cost of £2500, Property A, will use approx £300 less gas per year&lt;BR&gt;&lt;BR&gt;Boiler Lifetime expectancy -10 Years&lt;BR&gt;£3000 saving will be made over this period which is greater than the install cost of boiler, thus loan is granted for install&lt;BR&gt;&lt;BR&gt;Bill then presented to property owner:-&lt;BR&gt;Annual Gas £1200, Annual Green Deal Loan £250, Saving £50 per Annum &lt;BR&gt;&lt;BR&gt;So technically some saving can be made for the occupier, but the Green Deal allows up-to the exact saving, to maximise budget for green installs. It seems the Government have stated that this will increase employment and have an overall economical benefit. The main focus is to drive down carbon emissions, as eventually we will feel a bill from international carbon tax. &lt;BR&gt;&lt;BR&gt;At a recent Landlord presentation by the Guild of Landlords, a few good points was highlighted, they are as follows:&lt;BR&gt;&lt;BR&gt;The loan is not person linked, a charge will be applied against the property, the new occupier, be owner or tenant, will be expected to pay this charge. &lt;BR&gt;&lt;BR&gt;New terms of acknowledgement and prescribed disclosure agreements have to signed by the Tenants. Applicants will have to be presented Disclosure prior viewings.  &lt;BR&gt;&lt;BR&gt;As of 2018, EPC rating of E or below, will be unlawful for tenanted properties&lt;BR&gt;&lt;BR&gt;Tenants will be able to request consent for energy saving measures, and no later than 2016, a landlord cannot be unreasonable, in withholding consent. A tenant can still request now, but at the moment a landlord can just say no at their own discretion. &lt;BR&gt;&lt;BR&gt;Any void period or if no electricity is used, then the Owner, will responsible for the charge. (unless lease more than 7 years)&lt;BR&gt;&lt;BR&gt;If consent from the tenant is not obtained, the secretary of state can order the owner (improver) to pay the charge per month.&lt;BR&gt;&lt;BR&gt;In theory Solar Panels, Double Glazing, pretty much any energy saving device can be paid for by the grant loan thingy, just one golden rule, the loan cannot be greater than the savings made for installing the measures. &lt;BR&gt;&lt;BR&gt;It is expected that Landlords will take up these measures, as it improves the home, and it is cost neutral. On average, how many student properties do you rent annually?&lt;BR&gt;250+ Properties&lt;BR&gt;&lt;BR&gt;2. What is the average monthly rent payment for these properties?&lt;BR&gt;&lt;BR&gt;Based on our current marketed stock for 2013-2014 Tenancies - £250 per calendar month per person&lt;BR&gt;&lt;BR&gt;3. What role/duties do you think are most important for a letting agency when renting properties to students?&lt;BR&gt;&lt;BR&gt;The main role is to be responsible and fair when dealing with every Tenant.  A letting agent should engage and educate any new mover, existing tenant and landlord. Communication should be the first duty, especially to students, mums and dads. This should be backed by good knowledge and training. Educating good tenant like behaviour, as well as making sure Landlords comply with good landlord behaviour. &lt;BR&gt;&lt;BR&gt;4. What do you think students value/look for in the service provided?&lt;BR&gt;&lt;BR&gt;Generally with a student rush, the after care is forgotten about. Little things, like resigning for free, good maintenance care, warm welcome check in appointments at property, easy reporting, can make quite a big difference from a house to a home.  In the balance of decisions, after location, quality and price, Tenants should look at safety, care and service.&lt;BR&gt;&lt;BR&gt;5. What do you think students value/look for in properties?&lt;BR&gt;&lt;BR&gt;Location or access to University is always a first, especially as the majority walk to their campus or need specific UWIC bus routes. Standard of property comes a close second, with most students valuing modern fitted kitchens and bathrooms as a priority over price. &lt;BR&gt;&lt;BR&gt;6. What do you think are the main problems that students have with letting agencies?&lt;BR&gt;&lt;BR&gt;Unfortunately there are two parts to this issue; the letting industry is unregulated to a certain extent and some unscrupulous landlords are also unaware of their legal responsibilities or are aware but delay. In the mix of this, landlords have reasonable time to complete or give go-ahead to spend monies to complete a maintenance item. Generally, dependant on the agreement with the Landlord, the agency would have to wait for approval. &lt;BR&gt;&lt;BR&gt;An established agency will have policies in place, to manage the legal responsibility of the Landlord, and extend those rights to the tenants.  The agency making sure that the legal duties, which cover a broad scope of the law, are complied with, within an acceptable timescale. &lt;BR&gt;&lt;BR&gt;7. What do you think could be done to improve these relations/solve these problems?&lt;BR&gt;&lt;BR&gt;Recently with the occurrence of the HMO licensing scheme, and the planned compulsory landlord accreditation, at the core, properties are improving to a good standard. Agents should provide a good service of care, communicating the facts correctly, with the overall aim to make sure a smooth tenancy for both tenants and landlords. Timescales for completions or processes, should be advised, everyone will generally know where they stand, and will be happier due to this. This year’s survey, published on November 9th, showed that rent had increased 97 per cent to £117.67 per week on average in the academic year 2011/2012.`&lt;BR&gt;&lt;BR&gt;Generally a choice for most first year students,Hall’s, may not be as competitive as living in shared private accommodation.
